12-Year-Old Girl Shot and Killed by Pennsylvania Law Enforcement in Her Home

(ANTIMEDIA) A Pennsylvania state constable fatally shot a 12-year-old girl while serving an eviction notice to her father in Duncannon, Pennsylvania, on Monday. The constable, who was delivering the notice from a district court, shot the father in the arm, but the bullet passed through him, striking and killing the young girl.

According to police, Donald B. Meyer, 57, was behind on rent, and District Judge Daniel McGuire had issued an eviction order that Meyer reportedly failed to appeal. Pennsylvania State Constable Clarke Steele, a law enforcement officer tasked with carrying out orders from the judicial system, came to enforce the eviction order. Police allege Meyer first opened the front door, then shut it. He then reportedly re-opened the door armed with a rifle, pointing it at Steele.

In response, Steele fired his gun at Meyer, but the bullet exited through Meyer’s left arm, travelling to Ciara, Meyer’s 12-year-old daughter, who was standing behind him. Ciara was home sick from school on Monday. She was pronounced dead at the scene.

Very kind, sweet kid,” a neighbor told local ABC27. “Here’s a little girl that doesn’t even have a chance to grow up and live her life, and all because of this senseless act. It’s horrible, absolutely heartbreaking.”

According to state police spokesperson, Trooper Rob Hicks, Meyer had been previously notified he had to leave the apartment by 10:00 am Monday, January 11. Hicks said, “It was absolutely no surprise he was coming at this date and time.” Hicks said Steele had been to Meyer’s residence “numerous times” to warn of the impending eviction. Police said that after the incident, they discovered Meyer’s gun had a round in the chamber, along with a magazine of 30 rounds.

Bil Stoeffler, a Dauphin County constable and spokesperson for the capital area constables’ association, stressed both that Steele is respected by fellow law enforcement and that Ciara’s death was accidental. “It was absolutely not intentional that the girl was shot,” he said. “The constable fired one round when he faced an immediate threat from which he could not retreat safely – he had no other force options.” While it’s possible this statement is true for Meyer’s situation, Stoeffler’s explanation is an oft-repeated justification for law enforcement shootings.

Nevertheless, Steele is reportedly devastated by the incident and has suspended work activities until an investigation into Monday’s incident is complete. A source close to him reportedly told ABC27 that Steele is very distraught over the situation.”

Donald Meyer was taken to Penn State Hershey Medical Center on Monday morning due to injuries sustained from the bullet that passed through him to kill his daughter.

By Tuesday, he had been charged with a litany of offenses: aggravated assault, simple assault, terroristic threats, and reckless endangerment. Meyer will be held in prison without bail once he is released from the hospital.

He is due back in court for a preliminary hearing on January 15. Ciara’s body is scheduled for autopsy on Wednesday.

  3. Yeah, you can't really blame cops for shooting at someone that's threatening to shoot at them. The father put his child's life at risk by opening the door with a gun in his hands, while facing the constabulary. They don't have x-ray vision. I'm no cop apologist. When they murder, to hell with them, but this wasn't murder. It's just sad, and really, I think a case COULD be made that the father endangered his child's life and failed to protect her. He should go down for that, as well as the other charges.

Another among so many reasons for a revision of the bill of rights to include a minimum monthly income, single payor healthcare which includes dental and mental health coverage and last but not least guaranteed housing. It is well within our ability to easily afford this as well as no cost to student education K-16. We simply must decide to adjust our priorities from killing and greed to comforting and compassion.     How Much Does it Cost to End Global Poverty?

    Today many people doubt the feasibility of poverty reduction, often citing the impossibility of raising enough funds. However a closer look at some statistics on global poverty suggests that not only is it possible to eradicate poverty, but its eradication would also come at an incredibly low cost.

    In 2005, nearly 50% of the population in the world lived on the $2.50 per day line while 80% of the world lived under $10 a day.
    The disparity between poor and rich is drastic as 40% of the world’s population account for 5% of the world’s income, while the richest 20% account for 75% of global income. Furthermore, the world’s richest 20% account for 76.6% of all private spending.
    Approximately 0.13% of the global population controlled 25% of the world’s financial assets in 2004. In 2010, it was estimated that a mere 91,000 people owned one third of private financial wealth and half of offshore wealth. These extremely rich people account for only 0.001% of the world’s population.
    In 2006, the world’s total GDP was $48.2 trillion. However, the world’s wealthiest countries also accounted for $36.6 trillion of that total.
    The net worth of the world’s 497 billionaires is $3.5 trillion alone. These billionaires are only 0.000008% of the world’s 7 billion people.
    According to Mark Anielski, co-founder of the Canadian company Genuine Wealth, it would cost $29.39 billion to bump the incomes of 5.64 billion people to just $10 a day. This amount does not include individuals earning below $10 in developed countries.

    Though the cost seems steep, in reality, $29.39 billion is only 0.5% of the estimated wealth of our billionaires. That is how much it really costs to fight global poverty. Even if income for the 80% living below $10 a day was bumped up to $20 a day, the $85.7 billion would only add up to 1.6% of the wealth of billionaires.

    As indicated by these facts, the disparity between rich and poor is a significant hurdle in the fight against global poverty. Unequal income distribution means that the world’s poor have a substantially smaller piece of the pie. Yet according to these statistics, it would take very little to adjust global income to accommodate more people with a decent standard of living. Together we can eliminate global poverty.

  22. Gary Bevis You realize that just in the US, in 2010, the government spent around 525 million to help fight poverty just within our own country. Just assume they spent the same amount for 2011-2015. That's 3 trillion dollars in 6 years. With all that money going out to help those in need.. why oh why do we still have poverty here? This situation was escalated by the cop and his actions directly caused the death of an innocent 12 year old child… Involuntary manslaughter at the least with discharging a firearm in a public space with no carefor saftey other than his own… aka a coward witha chip on his shoulder…

  34. A constable should attempt but not persue if risk of altercation. Fact is many slumlords make it a practice to allow people in knowing they cannot pay rent but afford to pay the rent but for a few months! Just because he had a rifle didn't mean he was ready to use if actual authorities had shown up! Most peope know, it all has to do wth how you present yourself to start with! You go walking in badass and your out you may confront problems. You go in and state why there and try to resolve by getting family in touch with possible help would go along way! By the sounds of it, needless death of a child by ignorance of both parent and constable! You walk into each situation with an open mind, something like, this could be me if I lose my job and unemployment runs out! Way to go property owner and constable!

  44. Yes they do! I would love to see the wound on this mans arm, to see where the entry wound is. I know when my daughter runs to the door with me she's at my side. I believe the Constable approached the home with his gun drawn, natural instinct, the father puts his arm in front of his daughter, badge giving the license to kill, Constable shoots! I'm sure he is remorsed, only at the fact that someone may be smart enough to figure this out. This is what I believe happened after thinking about it. Of the tenant had a gun, and was going to shoot he would have. If he had a gun with his finger on the trigger, wouldn't the Constables shot caused an accidental fire back from the alleged shotgun?

No one is really talking about ending taxes and having all this handed to us. No one is really saying the wealthy have to pay for everything. If everyone pays a fair tax, and the industries that profit from war , prescription drugs, and all the other useless and Damaging crap are made to pony up, there would be plenty of money to cover all of this and more.

No Dough – while "not all cops are bad" the "good ones" do very little to get rid of the triggrer happy liars in their midst. they do all the can to protect one another, good, bad, or criminal. this makes the entire lot of them corrupt. if we saw "the good ones" do more the get rid of the bad ones, then they would have more of the public's support. but that is not the reality. they lie for one another, cover up for one another, and mislead the public when it comes to questionable, violent, and criminal behavior. they do nothing to protect the public from bad ones. a good cop who watches a bad cop abuse a citizen – and does nothing to stop him/them – is culpable. that's the way the law works for criminals – if you see a friend committing a crime, and do nothing to stop it, the law holds you responsible. but i have never seen a cop charged for what other cops do in their presence. they feel that they are both THE LAW, and ABOVE THE LAW. they are collectively an armed criminal cult, getting paid by the citizens, but feel that they are better than the citizenry because "their jobs are dangerous" – well, it is a job they chose. firemen have dangerous jobs too, but you don't see them putting themselves ahead of the people they are serving.

  51. The cop was right to shoot if he had a rifle pointed at him. But then, IF the father wouldn't have had a gun. This tragic outcome would have never happened!

    In the UK, this would have happened very differently. Both parties would have discussed the issue over a cup of tea at best, at worst he would have grabbed a knife and the cop would have tased him.

  70. The cop knowing there is a child in the house hold had every oportunity to back off and get someone in to talk the father down instead of going right into shooting. If the guy opened and closed the door several times pointing a gun at the officer why didn't he back off and get guidence from his supuriours before doing anything more? So many things the officer could have done to avoid all of this, and yes I do beleive the father was a moron for pointing a weapon at an LEO with his child in the house.

  72. Police had plenty of oportunity to back off and resolve it peacefully with a child in the house, problem is peaceful isn't a word that many LEO's use anymore. Learning to talk to people and reason with them is what every officer should be trained to do, earn the respect back LEO's!

  73. Cop should have backed off like they do in many other circumstances, they could have resolved this peacefully and chose not to. It was a god damn eviction notice not an immenent danger situation, back off talk the dad out/down and all this is avoided. Just because someone threatens an LEO doesn't mean it should always be returned with deadly force…but then again we can't expect that from people like you who hate poor people anyway.

  74. Getty Dixon Cops had ample opportunity to solve this issue peacefully and didn't, the man opened and shut the door several times. Back off and talk the father down, hell talk the father into letting the child come out to a family memeber so many things LEO's could have done different just for serving a stupid eviction notice.

Cops do not back away when someone points a firearm at them, because they can't back away out of range fast enough. But then again, we can't expect that from people like you who hate cops anyway.
